177: Graduated Excise Tax Reduction Legislation Introduced
Last evening, HR 4278, a bill seeking to enact a graduated beer excise tax
rate of $3.50 and $16 for America's small brewers, was introduced on the
floor of the U.S. House of Representatives by Congressman Richard Neal of
Massachusetts.
With Congressman Kevin Brady of Texas as an original cosponsor, this
bipartisan bill is the result of months of intensive effort on the part of
these Members of Congress, individual Brewers Association (BA) member
breweries and BA staff to ensure that American small brewers are given the
best chance to remain strong and competitive.
Incorporating the small brewer excise tax reduction component of HR 836
(cutting the rate in half to $3.50/barrel on the first 60,000 barrels),
which has the support of 241 Members of Congress, HR 4278 also contains a
provision to lower the tax rate to $16 per barrel on beer production above
60,000 barrels up to 6 million barrels.
The BA believes the provisions in this legislation will help strengthen
the smallest brewers and support their efforts to maintain and generate
jobs in the current tough economy and, for larger small brewers; it
represents a means to support significant long-term investments and job
creation by growing their businesses on a regional or national scale.
